A traditional meter simply records a running total that a person visits to read. A smart meter still records consumption, but it can also send that reading to the utility over a communication link, and in some setups receive information back. How the data gets back to the utility
Smart meters send their readings over a communication network. Some use cellular connections, some use short-range radio that hops between nearby devices (a mesh), and some are read locally by a technician using a handheld device. The right approach depends on where the meters are and how they are laid out.
